I Googled with no luck

 so I figured it out for myself.  I used a piece of paper first to see if my idea worked and it did--first time!!

I cut the fabric 4 1/2" wide by the length of the fabric.  Trim both ends.  Cut off the selvedge, cut at the fold.

Take the piece to your ironing board and with a good hot steam iron, fold in half -- wrong sides together -- and press.
Open up the piece of fabric and fold one side into the middle fold.  Lay a piece of fusible fleece that has been cut 1" wide up against the centre fold.
Fold the other piece of fabric up and over the fusible fleece, press in place and then fold in half.
At the sewing machine, sew as close as you can to the edge on both sides of the strap
When you place them on the bag, lay them so that the edge of the straps are 2" from the centre of the bag on both sides.  Make sure that the loop part of the handle is laying towards the bottom of the bag.
The reason I had to learn to make my straps was because the cost was getting a little steep.  The strapping is not expensive, but the cost of shipping was more than the product.  The rest of this fabric will be used for baby bibs.....or maybe burb pads.
